They conclude that despite emphasis on growth and fairness, the budget will be a blow to the sector because of funding cuts and an increased demand in services due to welfare cuts.
Perhaps most importantly for BME communties and the charities to serve them: benefits claimants who do not speak English will have to attend language courses or their benefits will be cut.
